9月28日，滬寧沿江高鐵正式開(kāi)通運(yùn)營(yíng)。這條沿長(zhǎng)江南岸修筑的高鐵線路，串聯(lián)起了江陰、張家港、常熟、太倉(cāng)等GDP超千億的江蘇縣域，推動(dòng)強(qiáng)區(qū)、強(qiáng)縣、強(qiáng)市（縣級(jí)市）之間串珠成鏈，構(gòu)建了加強(qiáng)版的“軌道上的長(zhǎng)三角”。

The Shanghai-Nanjing High-speed Railway along the Yangtze River was opened on September 28^th. This rail was constructed along the south bank of the Yangtze River, which connects several Jiangsu counties with GDP exceeding one hundred billion RMB, including Jiangyin, Zhangjiagang, Changshu, and Taicang. It promotes the linkage and development of strong regions, strong counties, and strong cities (county-level cities), building an enhanced version of "the Yangtze River Delta on the Rails."

來(lái)自烏茲別克斯坦的南京大學(xué)留學(xué)生莫宇琛心中一直有一個(gè)疑問(wèn)：為什么中國(guó)這些人口僅百萬(wàn)左右的縣級(jí)城市，卻擁有這么強(qiáng)的經(jīng)濟(jì)實(shí)力？趁著這條高鐵開(kāi)通，他乘著火車打卡了這些軌道上的“千億縣”……

Nanjing University student Mo Yuchen from Uzbekistan has wondered why these county-level cities in China with populations of only about one million have such strong economic power. He travelled to these counties along The Shanghai-Nanjing High-speed Railway to find out the answer.

梅花鹿、鴕鳥、羊駝、鴛鴦、天鵝、鯉魚……在江陰，宇琛走進(jìn)一家有動(dòng)物園的鋼鐵廠，“這些動(dòng)物是興澄特鋼‘聘請(qǐng)’的‘環(huán)境監(jiān)測(cè)員’，通常大家會(huì)認(rèn)為鋼廠是一個(gè)高排放高污染的企業(yè)，但是在這里，這么多動(dòng)物健康成長(zhǎng)著，這是興澄特鋼綠色發(fā)展的有力見(jiàn)證?！敝行盘└惶劁摷瘓F(tuán)興澄特鋼軸承鋼研究室主任尹青說(shuō)。

Deer, ostriches, alpacas, mandarin ducks, swans, carp... In Jiangyin, Yuchen visited a steel factory that also houses a zoo. "People usually think that steel production is a high-emission and polluting industry, but these animals live healthy and happily here, which shows that our company is doing a good job of environmental protection." says Yin Qing, director of the Bearing Steel Research Department in Jiangyin Xingcheng Special Steel Works Co., Ltd.

Xingcheng Special Steel Works Co., Ltd. is a local company in Jiangyin and has now grown into the world's largest single-entity special steel producer with the most comprehensive range of products. It has been involved in many significant projects both domestically and internationally, such as the Pelje?ac Bridge in Croatia, Burj Khalifa Tower, China's FAST, and the Shanghai-Suzhou-Nantong Yangtze River Bridge. Like most companies in Jiangyin, Xingcheng Special Steel Works Co., Ltd.is actively pursuing digital transformation. The steelmaking Wisdom Hall brings together data from blast furnace production across the country. It enables real-time online monitoring of production processes and allows for remote expert diagnosis, significantly improving production efficiency.

Xingcheng Special Steel's digital transformation is a reflection of Jiangyin's efforts to activate comprehensive innovation. As the No. 1 county in the Chinese manufacturing industry, Jiangyin has been actively exploring how to deeply integrate the industrial chain, innovation chain and talent chain, and how to make the manufacturing industry upgrade with the goal of creating an advanced manufacturing and scientific innovation center with national influence. "Scientific Innovation Jiangyin" is changing from a vision to reality.

青蒿素是中醫(yī)藥的瑰寶，但長(zhǎng)期以來(lái)青蒿素類藥物生產(chǎn)技術(shù)都被兩家歐洲醫(yī)藥巨頭所壟斷。在張家港威勝生物醫(yī)藥有限公司，董事閆勇義向宇琛回憶起創(chuàng)業(yè)并落戶張家港的經(jīng)歷。

Artemisinin is a treasure in traditional Chinese medicine, but for a long time, the production technology for artemisinin drugs had been monopolized by two European pharmaceutical giants. Yan Yongyi, the director of Vinsce Bio-Pharm(Suzhou)Co., Ltd., recalled the experience of starting a business and settling in Zhangjiagang.

2010年，在植物提取相關(guān)行業(yè)積累了豐富經(jīng)驗(yàn)的閆勇義歸國(guó)，與中科院、中山醫(yī)藥大學(xué)的3名博士開(kāi)啟了青蒿素衍生物的生產(chǎn)技術(shù)和研發(fā)攻關(guān)。在公司面臨從研發(fā)向產(chǎn)業(yè)化轉(zhuǎn)型的關(guān)鍵時(shí)期，他經(jīng)由朋友推薦來(lái)到張家港繼續(xù)發(fā)展。閆勇義清楚地記得，初到張家港時(shí)，政府就送來(lái)了“大禮包”，在資金、廠房等方面給予大力支持。幾年時(shí)間下來(lái)，威勝生物醫(yī)藥就發(fā)展成為了全球唯一的青蒿素醫(yī)藥原料全產(chǎn)業(yè)鏈公司。

In 2010, Yan Yongyi, who had accumulated rich experience in the plant extraction industry, returned to China. He began to study the production technology of artemisinin derivatives with three PhD colleagues from the Chinese Academy of Sciences and Sun Yat-sen University. During the critical period when the company was transitioning from research and development to industrialization, he came to Zhangjiagang for further development based on recommendations from friends. Yan Yongyi clearly remembers that when he first arrived in Zhangjiagang, the local government provided significant support in terms of funding, factory buildings, etc. Over the years, their company has developed into the world's unique company with a full industrial chain for artemisinin pharmaceutical raw materials.

More and more talents are turning their attention to Zhangjiagang. Until now, Zhangjiagang has 443,000 talents in total, including 41,000 high-level talents, and more than 1,200 leading innovative and entrepreneurial talents. Attracting talent is one thing, but retaining talent is equally important. To achieve this goal, Zhangjiagang has laid out a "talent strategy" with comprehensive support in all areas. The city promotes talent introduction and provides unprecedented "comprehensive support." 走進(jìn)常熟服裝城，宇琛發(fā)現(xiàn)這里和傳統(tǒng)商城不太一樣，鮮少看到顧客。早在2021年，服裝城便將綜合市場(chǎng)的2至5樓改造成了供電商直播的數(shù)字時(shí)尚基地，現(xiàn)有150個(gè)左右的直播間，在這里線下客流量已不再是這里最關(guān)心的數(shù)字，直播間人數(shù)、粉絲量、訂單量等成為商家更看中的指標(biāo)。熱鬧的直播間外，倉(cāng)庫(kù)管理員推著小車在基地穿梭，將一件件衣服掃碼打包，發(fā)往全國(guó)各地。

When Yuchen visited Changshu Garment Town, he noticed that it was different from traditional shopping centers, with few customers in sight. As early as 2021, Changshu Garment Town has transformed the 2nd to 5th floors of the mall into a digital fashion base for e-commerce live streaming, with about 150 live broadcasting rooms. Here, offline foot traffic is no longer the most critical measure; live room numbers, followers, and order volumes are what businesses value more. Outside the lively live rooms, warehouse managers push carts through the base, scanning and packaging clothing items, and sending them to various parts of the country.

常熟服裝城集團(tuán)有限公司綜合市場(chǎng)副總經(jīng)理魏慧告訴宇琛，通過(guò)線上物流平臺(tái)，服裝城數(shù)字時(shí)尚基地月發(fā)單量有60萬(wàn)單左右，全年交易額保持在6億元上下。服裝城的轉(zhuǎn)型折射著常熟持續(xù)激發(fā)產(chǎn)業(yè)轉(zhuǎn)型效能的求變之路。

Wei Hui, Deputy General Manager of general market in Changshu Garment Town, told Yuchen that through online logistics platforms, the monthly order volume of the digital fashion base in the garment town is around 600,000 units,  with an annual transaction volume of around 6 billion yuan. The transformation of the garment town reflects Changshu's ongoing effort to stimulate industrial transformation and enhance efficiency.

探訪的最后一站，宇琛想知道為什么中國(guó)前駐德國(guó)大使史明德曾說(shuō)太倉(cāng)在德國(guó)的知名度甚至比中國(guó)還要高？走進(jìn)太倉(cāng)的南京路，托克斯、通快機(jī)床、舍弗勒......一眾知名制造業(yè)德企聚集于此。

For the last stop of the visit, Yuchen wanted to understand why the former Chinese Ambassador to Germany, Shi Mingde, once said that Taicang had higher recognition in Germany than even in China. When he walked along Nanjing Road in Taicang, names of renowned German manufacturing companies such as TOX， TRUMPF，and SCHAEFFLER caught his eye.

從1993年，第一家德國(guó)企業(yè)落戶太倉(cāng)以來(lái)，三十年間，這里已經(jīng)吸引了近500家德企落戶。除了得天獨(dú)厚的交通區(qū)位外，優(yōu)質(zhì)營(yíng)商環(huán)境生態(tài)也是太倉(cāng)的競(jìng)爭(zhēng)力所在?！霸谔珎}(cāng)，企業(yè)正常發(fā)展時(shí)政府絕不干擾，企業(yè)有需要時(shí)及時(shí)現(xiàn)身，我們的口號(hào)是‘無(wú)事不擾，有求必應(yīng)’?！碧珎}(cāng)高新區(qū)經(jīng)發(fā)局局長(zhǎng)屠丹平說(shuō)。

Since the first German company settled in Taicang in 1993, over the past 30 years, about 500 German companies have been attracted here. Apart from its exceptional geographical location, the high-quality business environment and ecology are among Taicang's competitive advantages. "In Taicang, when companies are operating normally, the government doesn't interfere. When companies need support, the government is quick to respond. Our motto is 'Respond to every call, without interference when not needed’ ” says Tu Danping, Director of the Economic Development Bureau of Taicang High-Tech Zone.

在距離德企園區(qū)數(shù)公里開(kāi)外的太倉(cāng)港，宇琛看到一排排堆疊的集裝箱和長(zhǎng)江上一艘艘穿行的貨輪。優(yōu)越的地理位置是太倉(cāng)吸引外企入駐的優(yōu)勢(shì)之一。這個(gè)長(zhǎng)江第一外貿(mào)大港現(xiàn)已和國(guó)內(nèi)的67個(gè)港口建立了航線，和200多個(gè)國(guó)家和地區(qū)有了經(jīng)貿(mào)往來(lái)，2022年實(shí)現(xiàn)進(jìn)出口總額1106.44億元，“太倉(cāng)的國(guó)際范正越來(lái)越足，全球倉(cāng)的名聲越來(lái)越響?！碧珎}(cāng)市商務(wù)局副局長(zhǎng)虞斐說(shuō)。

At Taicang Port, located a few kilometers away from the German corporate park, Yuchen saw rows of stacked containers and cargo ships navigating the Yangtze River. The excellent geographical location is one of Taicang's advantages in attracting foreign companies. The Yangtze River's largest foreign trade port has now established routes with 67 domestic ports and has trade relations with over 200 countries and regions. In 2022, the port achieved a total import and export volume of 110.644 billion yuan. "Taicang's international reputation is growing, and its global influence is increasing." says Yu Fei, Deputy Director of Taicang Bureau of Commerce.

自上世紀(jì)80年代“蘇南模式”開(kāi)創(chuàng)以來(lái)，蘇南地區(qū)縣域經(jīng)濟(jì)持續(xù)繁榮。在賽迪顧問(wèn)縣域經(jīng)濟(jì)研究中心副主任鄧傳林看來(lái)，當(dāng)前這一地區(qū)的縣域發(fā)展呈現(xiàn)出“長(zhǎng)江三角洲城市群創(chuàng)新驅(qū)動(dòng)主導(dǎo)模式”。其特點(diǎn)包括產(chǎn)業(yè)發(fā)展進(jìn)入了以知識(shí)、信息、數(shù)據(jù)、高端人才等新要素驅(qū)動(dòng)階段，聚焦某細(xì)分產(chǎn)業(yè)方向，與區(qū)域內(nèi)縣域差異化、特色化協(xié)同，加強(qiáng)與全球技術(shù)創(chuàng)新主體在技術(shù)專利、產(chǎn)業(yè)轉(zhuǎn)移等領(lǐng)域合作，融入全球創(chuàng)新網(wǎng)絡(luò)。

Since the "South Jiangsu Model" was created in the 1980s, county-level economies in South Jiangsu have continued to prosper. According to Deng Chuanlin, Deputy Director of the County Economy Research Center at CCID Consulting, the current development of county economies in the region demonstrates a "Yangtze River Delta City Cluster Innovation-Driven Model." This model is characterized by industrial development transitioning to a stage driven by new elements such as knowledge, information, data, high-end talents, and more. It focuses on specific industry directions, fosters cooperation among counties in the region that emphasize differentiation and specialization, and promotes cooperation with global technology innovation entities in areas such as technology patents and industrial transfer. This integration into a global innovation network is contributing to regional economic restructuring.

隨著滬寧沿江高鐵開(kāi)通運(yùn)營(yíng)，沿線的句容、金壇、武進(jìn)、江陰、張家港、常熟、太倉(cāng)等地正式融入滬寧“1小時(shí)交通圈”。江蘇省戰(zhàn)略與發(fā)展研究中心黨委委員、副主任馮樹(shù)春認(rèn)為，滬寧沿江高鐵的開(kāi)通運(yùn)營(yíng)將進(jìn)一步助力沿線城市推動(dòng)產(chǎn)業(yè)鏈各要素流通，加快高校、科研院所集聚，促進(jìn)人才、資金、物流更高速運(yùn)轉(zhuǎn)。同時(shí)，滬寧沿江高鐵將與京滬高鐵、滬寧城際鐵路、北沿江高鐵，共同構(gòu)成長(zhǎng)三角地區(qū)向西輻射的高鐵大動(dòng)脈，“也將打開(kāi)蘇南強(qiáng)縣軍團(tuán)發(fā)展新空間，推動(dòng)形成東中西部交流互動(dòng)、優(yōu)勢(shì)互補(bǔ)、相互促進(jìn)、共同發(fā)展的區(qū)域經(jīng)濟(jì)新布局?！?/p>

With the opening of the Shanghai-Nanjing High-speed Railway along the Yangtze River，cities along the railway, including Jurong, Jintan, Wujin, Jiangyin, Zhangjiagang, Changshu, and Taicang, have officially joined the "1-hour traffic circle" between Shanghai and Nanjing. Feng Shuchun, a member of the Party Committee and Deputy Director of the Jiangsu Provincial Strategy and Development Research Center believes that the opening of the Shanghai-Nanjing High-speed Railway along the Yangtze River will further boost the circulation of various elements of the industrial chain, accelerate the aggregation of universities and research institutions, and promote faster mobility of talents, funds, and logistics. Moreover, the Shanghai-Nanjing High-speed Railway along the Yangtze River, along with the Beijing-Shanghai High-Speed Railway, the Shanghai-Nanjing Intercity Railway, and the North Yangtze River High-speed Railway, together form a high-speed artery radiating westward from the Yangtze River Delta. This will open up new development space for strong counties in the South Jiangsu region and promote the creation of a regional economic layout characterized by interaction, complementarity, mutual promotion, and common development in the eastern, central, and western regions.
